Background

The site forms part of the wider Northwest Cullompton Allocation for up to 1,350 homes in the adopted Mid Devon Local Plan 2013-2033.

Proposals for Northwest Cullompton Phase 2 on Land to the North of Tiverton Road, Cullompton were previously submitted by Barratt David Wilson to Mid Devon District Council in April 2022 following a programme of stakeholder and community engagement, and to date the plans have not been determined by the local planning authority.

In early 2026, Bloor Homes acquired the site and have since been developing revisions to the live planning application which considers the feedback received on the 2022 proposals and reflects Bloor’s commitments to quality, thoughtful design and creating thriving communities.

Affordable Housing

New homes on this site will include affordable housing.

In this context ‘affordable housing’ is a specific planning term. It refers to homes made available to those people whose needs are not met by the open market, typically through a housing association or similar registered provider. It is not the same as open market homes sold at a lower price.

The specific mix, tenure, and type of affordable homes will be agreed with Mid Devon District Council through the planning process, reflecting an up-to-date assessment of local housing need in Cullompton and Mid Devon.

Developer Contributions

Specific financial contributions and obligations are secured through Section 106 planning agreements. These are legally binding agreements between a developer and the local planning authority, used to address the direct impacts of a particular development on local services and infrastructure.

For this development, Devon County Council may seek contributions towards education provision in Cullompton, and the local NHS will seek contributions towards healthcare facilities. The exact figures involved are assessed on the basis of the population expected to live in the new homes and are to be agreed through the planning process.
