Placemaking
Since Bloor Homes acquired the site in early 2026, we have been developing a revised proposal which takes into account the feedback received on the 2022 proposals from the local community.
The changes described below reflect directly what we heard.
Comments have been received in relation to the impact on amenity and privacy of existing properties. Parking provision and garden sizes were also matters raised through the feedback process.
In response, we have redesigned the layout so that homes along the southern boundary sit further back from neighbouring properties, reducing any potential impact. Gardens have been improved across the scheme, with additional outdoor space added for apartment residents. Parking has been designed to provide a minimum of three spaces per property where constraints allow. The overall extent of the site has also been reduced compared to the original proposal.

Green spaces and the natural environment
Goblin Lane was a matter raised consistently in the feedback captured in the lead up to the 2022 planning application. The importance of protecting the trees and hedgerows along its route, and ensuring it remained a meaningful green corridor rather than being hemmed in behind garden fences.
The revised design treats Goblin Lane as a public green corridor. The trees and hedges along its route will be kept within open, accessible space rather than behind private boundaries, so the path continues to be usable by walkers, cyclists and horse riders as it is today. We have also revisited our surveys of the wildlife and habitats on site, and the development is designed to leave the natural environment in a better state than it currently stands.

Traffic & Travel
Barratt David Wilson have started work on the Spine Road and we understand that Devon County Council are also due to start work on the Relief Road shortly with a programme for completion in 2028.
The proposals have been designed in accordance with the Northwest Cullompton SPD's requirement to prioritise walking and cycling across the whole allocation, providing safe and direct routes to the town centre and local facilities so that sustainable travel is a practical option for everyday journeys.

Homes for Cullompton
The need for this development, and what it will deliver for the local community in terms of schools, healthcare and other services, was a matter raised through the feedback process.
This development is part of the long-term plan for Cullompton's growth as set out in the Mid Devon Local Plan process, with the aim of providing new homes alongside investment in roads, schools and community facilities. Phase 1 of the wider development is already under construction on the northern edge of the town. The homes proposed on this site, known as Northwest Cullompton Phase 2 Development – Land to the North of Tiverton Road, Cullompton will include a proportion of affordable housing. Financial contributions towards local services, including education and healthcare, will be secured through legal agreements as part of the planning process.
